Likewise, I'm fairly certain they're planning to ambush anyone who goes out to warn the Ura about what's coming. A hostage exchange is more likely to get them what they want than a threat.
Tobias would probably be the only one able to get in and out of there safely alone, and he'd need to use a shape they're not expecting to get there. Otherwise, we need to send out a force they wouldn't be expecting, or...

Paar, you raise a good point. Between you and Tris, I bet we could get a solid deluge going. I bet three days straight of harsh rain out on the Skyway would be enough to take some of the fight out of them if they don't have good shelters... A good heavy fog on hostage day, if it comes to that, would also be to our benefit...

As for rain...
[He's tapping at his datapad and accessing his copy of the Pokédex data, partly for show and partly to make sure he has certain details right.]
There's a Pokémon move called "Rain Dance" that can make it rain in a limited area for a time. A special item called a "Damp Rock" can extend the duration if the Pokémon is holding it. I don't know if any of the Pokémon here know it, but there's apparently a device that can instantly teach it to a compatible Pokémon, which the Monument could probably make. At least a few of the Pokémon here are compatible, but it would overwrite one of their existing moves and their trainers might object to that. We'd have to ask. Under certain conditions though a Pokémon can hatch already knowing Rain Dance, so we could potentially have the Monument create one that already knows the move.
I haven't seen anything about Pokémon that can create fog though. The closest thing I've read of would be Smokescreen, which makes smoke.

The rain might prevent fire, but we shouldn't assume that's the only plan they have.
What we really need is better intelligence on their numbers and location. Whoever's watching us and the Ura will probably be more active over the next week to communicate our reaction. I don't know if they're close enough to have contact in person or if they're using... [She's about to say hawks, but corrects herself.] ..some sort of device. But it might be something we can track.

Unless it's just totally in place to kill whoever trips it, but if that's the case then everyone's going to have problems. But I don't think they'll know that I can't feel pain, so I can run in and scout it out.

I'll leave combat plotting to all of you. Right now, I'm mostly here to provide materiel support for any plans that need supply. As well as any advice on how to make things harder on any enemies that may be out there...

And I'd like to do that as soon as possible, to see if we can route out the spy there. We'll inform Zed of the situation. He can decide which of his people to trust.In the meantime, we'll organize the Bastion's defenses, and ready a team for the meeting...
I know they haven't shown much interest in diplomacy, but they probably are worried about their people. If we give them Grey, he can let them know Red is all right and that we haven't mistreated them. But it won't be conceding to all of their demands.

For appearance's sake, I should be among those making the hostage exchange if we are indeed proceeding with that plan in part. After all, as a healer I represent a non-aggressive and relatively nonthreatening element. An easy target even.
[He then smiles. For a moment he looks the part of the kindly healer intent only on seeing to the safety of everyone, hands folded in front of him and altogether appearing rather serene. The effect is ruined when the smile shifts into something that might be described as fox-like.]
