You're thinking Sorcerers. They're naturally adept with magic, so they can manipulate a modest number of spells better than Wizards can. Or Warmages, who learn a specific art that makes them really good at explosion magic but useless elsewhere.
Wizards have to learn by research, observation, and data... Especially if we're trying to create entirely new spells. Which we often are. As a result, we tend to be fairly good at applying that mindset elsewhere.
