He glances nervously over to one of the bushes nearby, inadvertently revealing the hiding spot of one of the other soldiers, who also is probably this Ura's commanding officer. But as quickly as he looks away, he looks back to Zulf, and he speaks again. "But why? Every resource is precious now, why not keep it for yourselves?"
There is also near-silent movement in the trees around the group, as the hidden soldiers move into better positions. Not to attack, but to see more clearly. They are just as confused by this as everyone else is.
